With the support of COLCIENCIAS, the Political Sciences and International Relations Faculty at the Pontificia UniversidadJaveriana made a research which its central objective was to analyze the “Acuerdo 13 de 2000” repercussions in the planning and budgeting processes carried out in three localities in Bogotá: Usaquén, Santa Fe and Rafael Uribe Uribe. This article contains the mayor research findings. The first section explains a model to understand the different factors that affect public policy. This model includes elements from the system theory and the structure – agency debate. The second section analyzes the content and history of “Acuerdo 13”. The third section refers to the principal characteristics of the political systems in each of the three localities studied, specifying the relations and the behavior lines of the actors involved in the local planning and budgeting processes and the institutional context in which such relationstook place. The fourth section analyzes the “Acuerdo 13” implementation, focusing on the methodologies used to preparethe local development plans and the collaboration or conflict level shown between the planning agents. The fifth section refers to the implication of the “Acuerdo 13” in the development plans and budgets elaboration process through a typology construction which includes the different kinds of participation observed in the three studied localities. Finally, the last section formulates some public policy recommendations so as to contribute to de development of Bogotá´s local governments. |
