The implementation of the Temporary Shelter Home of Tambopata for victims of sexual violence and family (and later for victims of trafficking) took place between 2014 and 2015 in the department of Madre de Dios (east of the Peruvian Amazon). This article studies the problems of the implementation of the shelter, especially related to coordination (between different levels of government) in a context of institutional precariousness and informality.Research shows that precariousness and informality in policy planning and bureaucratic composition, especially at sub-national governments, favors the use of informal mechanisms for coordination and management in order to partially overcome the limitations of the implementation process. This affected the quality and sustainability of the provision of services by the Home Temporary Shelter, which prejudiced its users. |
