The issue of pedlars in Bogota is related to integration from the approach of economic and social coordination. An analysis of the structure of the rules concerning the formation of social capital is necessary.
A review of the game rules to determine the associativity and cooperation that they encourage. It is important the analysis of these rules of the game regarding the incentive structure that promotes the formation of social capital taking into account the generation of added value in terms of human development.
The present work proposes a systemic economic analysis of the institutional structure for the formation of capital of street vendors through the contrast among rules of the game, associativity, cooperation and its impact on the joint that must exist between rules and development human, from the proposals by Douglas North, Robert Putnam, Oliver Williamson, Jaime Rendón, Bruno Gandlgruber, José Luis Sampedro and Amartya Sen.
The result of this research concludes that although the rules encourage associativity there is no economic coordination similarly, cooperation is not achieved, which prevents social coordination.
