Sumario: This paper is an exercise of inquiry and comparison of conceptual elements with the historical reality of a local entity, the purpose of which is to describe conditioning elements for development and to identify factors to be included in a strategy to strengthen public management capacity. The Montes de María region, to which the San Jacinto (Bolivar) municipality belongs, has been prioritized by the national government for the compensation and remuneration of economic and social assets, which had been affected by armed conflict. The results reveal the current problem in the municipality of San Jacinto is caused by the government’s weak capability to address and coordinate intangible capitals based on the contemporary concept of development. A proposal is built on the results, within the context of the knowledge society and the knowledge territory, supported on the construction of synergistic capital, which implies a new political and administrative vision for innovation in public management.
