Sumario: This article presents the results of a research aiming to identify the characteristics and properties of the forms of social organization for managing public issues. The theoretical approach is based on the development and exercise of freedoms, with a qualitative methodology whose techniques are documentary review and analysis. The findings consist of the identification of factors and elements that enhance development and that are repeated in different forms of organizations. As for the problem, increasing social gaps and the persistence of poverty circles are some of the negative externalities of economic growth, especially in developing countries. In response to these problems, the civil society has increased its commitment to a more active participation in social processes; this is why this article examines the role played by social organizations and their agency in human development and the exercise of individual freedoms.
