Development theories that have moved as paradigms, have sought totalizing the multiplicity of options given to achieve higher levels of satisfaction of the needs of human populations. That totalizer or totalizing vision, however, is dichotomous: either development or underdevelopment or development inward or outward development or market (let do, let pass) or absorbent, or developmentalism or neoliberal monetarism planning. And it is only because the totalizing dichotomy is resolved by one pole. Meanwhile, alternative flow but not govern: human scale development, consideration of the local in complementarity with the global privilege for happiness, the importance of small and passionate human efforts, respect for nature, release of possibilities creative of all members of society. And in the center, the concept that is not the man for the economy, but the economy for humans. Regional human development reports for the Valle del Cauca and evidenced, putting ourselves in a rainbow of possibilities and difficulties from economic, social, political, ethnocultural, environmental, with its intense hues. |
