Sumario: In this article we aim to analyze the role of the Colombian state as guarantor of the rights of children and adolescents, through Family Comissions as institutions that sometimes don’t accomplish the functions and powers constitutionally and legally established. Generally speaking, the article is about the meaning of each concept within the national and international legislation, passed to the meaning of the term violation in context and with this the outbreak of systematic violations making the Colombian State represented by the municipality of Bello omission of their duties, all this will be achieved based on statistical data from the three Family Comissions existing in the municipality. It draws on primary sources such as data provided by the Family Commissions of the Municipality of Bello, observations in such entities, and secondary sources in the literature about the subject.
