The culture in each one of its manifestations is one way to tackle the social inequality that has the city; for its part, the reading habit and the interest in knowledge are the most direct tool against the illiteracy and school drop-outs. This research presents an approach to this situation, focusing on the Public Library Network and the problematic that is exposed from the first years of creation of these equipment in Cartagena de Indias; the project is articulated through a methodology that goes from the general to the particular and that implements the popular planning method Altadir, MAAP. As the first instance is a situational analysis through a problem tree, where you made the research objective and the scope is delimited through the system and scales approach, That is supported by the frameworks for the appropriate development of the products.
