The increase in flows of information, trade and people is already transforming relationships of the territorial governments with the globalization. This opens up new opportunities for those incorporate modalities of internationalization (networks, decentralized cooperation and territorial marketing). The aim is to show how sub-national governments are inserted into international arena and how this process is related to the development, by using a qualitative methodology based on technical review and documentary
analysis. The findings show the challenges that the process represents to the territorial governments: (a) To overcome the rigidity of the existing legal framework regulatory; (b) To strengthen its institutional capacity; (c) to consider the internationalization as a strategy for development. |
