The new general royalty system (SGR) aims to generate equity, savings and competitiveness between the different regions of the country. This document aims to address the operation of the new system by covering three main axes: regulatory, budgetary and project. The emphasis of this research will be placed on the last component (projects) for the Pacific region and the Valle del Cauca. When analyzing the information collected, it is evident that under the new parameters of the General System of Royalties (SGR), the predominance of direct allocations is still observed as an explanatory factor of the differences in income from royalties among the departments. |
