Sumario: This document treats one of the main themes of the policies from the 80´s, such as models of social policies and their debate between universalism and targeting. Focusing, emerges as a way to carry out social policy through the implementation of systems of selection of a target population addressed beneficiaries, that is at odds with the domain of globalisation that had sustained the social policy models in the 70´s and 80´s, where the law and/or access relates potentially to the entire population or universe. However, the application and implementation of these systems for the identification and selection have the great difficulty of ensuring justice and equity in the selection, which necessarily leads to a situation of fragility in the same policy of the State. That’s how, there is necessarily a relationship between models political - ideological State, its economic characterization and its consequences in social policies; which explains the adoption of models of social policy. This situation was not different to the context of Latin America, it is necessary to consider and understand not only evolution, but the debate in relation to the implementation of social policies focused on policies of cutting Universal vs. Targeted policies. So, in the coming up text there is a characterization of the model of universalization and targeting by identifying.
