Sumario: The Principle of Transparency in Colombia is a constitutional because it is structured according to its intrinsic relationship with principles such as democratic advertising and also with the right to access to information, as well as its manifestation as a rule governing the exercise of public administration. Furthermore freedom of expression as a fundamental right livelihood and effect considered a democracy is structured through the seeking, receiving and disseminating information therefore is directly related to the principle of transparency, with the understanding that both the principle of transparency in the Colombian system and the right to freedom of expression based on the Inter-American Human Rights system are realized through the exercise of the right of access to information.
