Sumario: With the policy of economic liberalization and free market policies implemented by Cesar Gaviria government in the early 90s , our country got into the globalization process, beginning with a series of reforms in different social issues, education was not no exception. Globalization and education commodification have given rise to various changes in the structure of education, how the people think and do things, so the design and development of public policies in education is necessary, to bring more benefits to civil society, specially the underprivileged classes in economic, social and cultural terms.In response to the demand made in the 1991 Constitution, the government issues the General Law on Education or Law 115 of 1994, as a mechanism to regulate education. Exercising control over state functions are carried out through public policy, understood as actions, decisions and omissions that are generated in the public space to give answer to social problems, politically defined as public problems. Due to the importance of public policies in education, this study aims to contribute to help the understanding of them, to show the relevance they have had in the Colombian education through various development plans and their articulation with local needs, in recent years.Thus, the study of public policy and especially education, are a wide field of action for the High Director Educational Services (Management), collaborate in identifying the different needs of the sector and help generate strategies and corresponding actions to address them, as in the preparation of the the set of government measures.
