The principle of good governance in Colombia supports regionalization strategy in Colombia. This is identified in the issuance of act 1454 of 2011 and “decreto con fuerza de ley” 019 of 2012. The supports of the principle of good governance leads to the implementation of plan of territorial partnership, with a materialization in “contratos plan”. The partnership proposes an idea of horizontal development, different from the traditional schemes up-down, bottom-up adopted in Colombia. |
