Sumario: One of the continuing concerns of governments in cities are slums. Housing policies designed to reduce them have been insufficient. In this paper, we propose a financing scheme for reducing slums from land rents generated in cities. The scheme is based on the theoretical contributions of Samuelson locus of possibilities and efficiency-developed by Graaff (1949) for the specific case of tariffs, adapted in this case to the issue of land rents and squatter settlements.
