In the present investigation a study of the emission of the financial tools has been carried out that permit to cover the deficit of the Budget of the Ecuadorian State and to determine the best mechanism to finance the requests of liquid capital in the fiscal box, chiefly through the certificates of treasury, CETES (treasury certificate works as government bonds).
It is deepened through a theoretical form of the stock market, fiscal box, stock exchange and the different financial instruments of fixed income of short and long time limit. The legal framework is analyzed that indicates the use of the CETES and sample that is viable to employ them to finance part of the debt.
Finally, it treats the internal debt and their relation with the main macroeconomic variables, until arriving at how the Budget of the State is financed internally and which are the projections in the next years, while the same model be maintained, in order to compare with the proposal presented, in which the percentages they are defined and criteria to consider to the CETES as valid instruments of financing and with it achieving a smaller cost of the internal debt being of benefit for our country and their population. |
