The municipality is an autonomous political society subordinated to the legal order
constitutional state, each municipality is a legal person
public law with its own assets and ability to perform acts
legal as may be necessary for the fulfillment of its purposes.
Municipal government and administration are exercised jointly by the
Council and Mayor, through separate functions that allow
achieving the aims of the municipality.
The Mayor is the superior of the municipal administration, for
achieve these aims, the municipal administration executes functions
branches of activity, planning and urban development; Public Works; finance; services
public; health and social care, education, culture; Justice and Police, if
as the Board.
The Council is the policymaking body of the municipal government, is responsible
exclusively, the regulatory powers that the Constitution assigns to
Municipality; This is the authority to issue ordinances, agreements and resolutions. |
