On April 16, 2016 there was an earthquake of 7.8 degrees, with epicenter in Canton Pedernales – Manabí. In this essay a recount of the public policies that were adopted to face the emergency is made, in a special, those related with serving the families that lost their homes. From a human rights perspective, the reality of life in settlements and shelters is contrasted with the guidelines issued by international organizations for the protection of people affected by natural disasters. The concepts of vulnerability and risk are also reviewed to understand how the most marginal and impoverished sectors, who already lived in precarious conditions prior to the disaster, were the most affected by the earthquake. A classification of vulnerability and resilience in the shelters and settlements of Pedernales is proposed |
