Sumario: Ecuador on March 5, 1987 was hit by two earthquakes of magnitude of 6.1 and 6.9 in the Napo province, as one of the side effects occurred important landslides and debris flows, which buried part of the structure and pipeline of the Transecuadorian Pipeline System between Baeza and Lumbaquí. This destruction gave way to the formation of environmental liabilities which when starting the construction works of the Coca Codo Hydroelectric Project Sinclair were point of attention to be evaluated. Chapter 1 is developed with the purpose of covering the most information belonging to the study area it describes the baseline in which it is located: geographic location, geography, soils, climate, biodiversity, demography and ethnicity The Amazon; It is also made up of the conceptual framework and legal framework in the first one details the Oil Transportation System, spill concepts and environmental liabilities depending on the PRAS worldview, the criteria that will be evaluated in the environmental liabilities for the development of the matrix of importance; in the second, the statutes of the Constitution of Ecuador are indicated approved in 2008, International Agreements, National Legislation, RAOHE and TULSMA In Chapter 2, the field methodology is established, in which a plan of Sampling identifying: the parameter to be analyzed, choice of sampling point, sampling methodology and instruments to be used; Together, the laboratory methodology and the evaluation of selected environmental liabilities by using the importance matrix, field visit, laboratory analysis and information obtained in the baseline. In Chapter 3, possible scenarios are made in the area of influence of the project Coca Codo Sinclair Hydroelectric determining natural hazards and vulnerabilities presented by the population, structures and ecosystems of equal way Natural Hazards Management Plans are proposed, forming a Plan of Prevention, Contingency and Mitigation for each one of the factors that are susceptible to danger in order to reduce future vulnerability
