Sumario: This investigation systematizes the experience of the Community-Based Inclusive Development Strategy, which is known as "Community Based Rehabilitation" (RBC), in disabled people from Rio Chico circuit, located in Portoviejo in the province of Manabí. The study was carried out between the months of October 2013 and March 2015. The systematization of this study outlines: a) the theoretical roots of local development, and citizen participation b) the good living concept, c) the importance of demanding human rights, d) the disability concepts e) regulations and development plans and f) the implications of the local development theories. This investigation illustrates how the process of implementation of Community-Based Inclusive Development Strategy in Rio Chico circuit was developed and how the participation of people with disabilities in that territory was strengthened. The study describes both the results of the learning process of inclusive citizen participation and community inclusive development in people with disabilities
