The current proposal promotes the participation of minor granola producers from Quito, legal and social parameters were considered when evaluating the project at hand.
External and interior factors were determined when analyzing the appropriate legal basis for the investigation; the most determined factor for this work was the Public Procurement System. Since the Servicio Nacional de Contratación Pública (SERCOP) played such an important role for the realization of this document, taking its legal norm and external resolutions currently active as a main reference. Additional factors such as: the Ley de Economía Popular y Solidaria, with its technical specifications demanded by the INEN norm for the commercialization of granola flakes has been considered.
For the diagnosis of the investigation questionnaires were answered by small producers and merchants of granola in the city of Quito, the same producers that were registered at the Registro Único de Proveedores (RUP) of the Servicio Nacional de Contratación Pública. From the results obtained it was possible to develop each and every one of the forms needed to accomplish the desired results set at the beginning of the investigation; such as the FODA form ; the evaluation of internal factors (EFI); the evaluation of external factors (EFE); the HOLMES form which in turn were used to create the strategic forms.
In regards to the information gathered, from the theoretical base obtained from the analysis of the results, a proposal was established with the objective to encourage the participation from minor producers of granola flakes form the city of Quito. The proposal acts within the guidelines of the public procurement system. Also, in accordance with the investigation of regulations for Ferias Inclusivas”; allowing us to focus directly on that kind of performance procedure. |
