Sumario: The following study aims to analyze the behavior from young 16 years old people regarding the facultative vote, the critical, conscious and informed participation in the decision-making processes and the role of the media in the society. We begin by defining a complex concept, which is communication; this concept is approached from different theoretical frameworks, how schools of communication are, and how these contribute to the construction of such a complex phenomenon. The relationship that exists around the communication and policy is conceived and the emergence of such a new concept such as political communication, the role played by media and the influence exerted in societies. Another key concept for the construction of this document is perception. This concept is articulated with the ones previously mentioned. The second part of this study describes various concepts that allow us, to briefly comprehend several concepts related to the constitution of a state, the modes of organization of the state, the norms that regulate the social relations within a state and the rights that citizens have and have acquired for the construction of the state The third par of the document is the construction and application of an enquiry. This allows us to have a bigger and better reference on the subject matter The last part establishes the conclusions and recommendations in order to generate a critical contribution, the same that serve as input for further work and research.
