Sumario: The current research has been conducted in the Canton Playas, “Estación Balnearia” in the Province of Guayas, and involved on its process to local participants from the public and private institutional level, as well as members of existent social organizations and technicians or consultants that are part of the processes analyzed in relation to the implementation of the “PDOT”. The main objective was to develop a general framework descriptive, explanatory and interpretive on the decisional process, and the definitions of the “PDOT” and forms of appropriation of the citizen development plans and zoning formulated by the “GAD”, which allows to define guidelines for the formulation of axis for municipal public policies with the character of inclusive and participatory. This study is justified in that it has a theoretical value on processes of citizen participation in the formulation of the “PDOT”, and a practical utility supported in a systematization of the context where the analyzed case develops, which provides an important social relevance. For this reason, the analysis is based on theories that relates the definition of public policies in local territorial spaces (JF Jolly), as well as the analysis of the decisions for such policies and its level of effectiveness (Dente y Subirats), always in the framework of local planning, with the nature of being strategic and collaborative (Lira, Borja, etc. ). The research was addressed from an operational perspective, with an emphasis on the products of the “PDOT” and their enforceable, and the appreciation that a sample of involved have in relation to its application. It was able to determine that at the end of the municipal period, the implementation of the “PDOT” obtained modest achievements, slowly moving to increase citizen participation in decision-making, reducing its actions to the immediate electoral political interest, such as a political tendency and to its public’s management.
