Sumario: This systematization, the experience lived in the parish of San Lucas - Loja, where the government has imposed a series of sanitary norms on the production of fresh cheese, one of the most important economic and cultural activities for the Saraguro people, Family economy is based on the production and sale of the fresh cheese, which is complemented by the cultivation and commercialization of vegetables and vegetables. These norms imposed from the government are not applicable in the parish San Lucas, because they do not conform to the local reality. On the other hand, these norms were developed without a process of prior consultation, free and informed to the indigenous population, even when a process of socialization took place. The systematization is done from a rights perspective. There is sufficient international and constitutional legislation that protects the Saraguro people against the imposition of norms affecting them, such as the right to prior consultation, development with identity, social organization, maintaining their traditional practices and the right to the resistance. It also includes the process of resistance that was experienced in San Lucas as a result of the imposition of these norms.
