Sumario: The following work is focused on a competency model for the employers of the Polytechnique Salesian University of Quito who have some kind of disability, in order to propose a practical and methodic model for valuation by the use of the Hay methodology, to identify the skills required for each specific job and assigning the people accurately according to their abilities on the several occupational groups proposed. We have analyzed and assessed the job profiles of the University through the observation of the main activities, the factor analysis of knowledge matrix, problem solving and responsibility Information gathering was made by the applying of surveys and interviews with the employers, teachers and staff who have disabilities, which let us know their behaviors, performance, and attitude in order to determine the problems and its possible solutions. The obtained results shows that a 70% of the people with disabilities got the necessaries skills for the jobs, however they haven’t been completely developed, while a 30% of this people doesn’t have the properly competences, this results allow us to determine the necessary tools to the skills development. The implementation of this proposal will allow to the University the restructuration of the job profiles according to the required skills and abilities of the people, besides it will contribute to linking the goals of the people with disabilities with the institution goals; by career plans which allow their professional development. This will be accomplished by the application of several proposed tools to develop the right skills to occupy a job profile.
