One of the main problems facing the national system of public procurement and that will be investigated is that of the determination of the referential budget; a server (a) that "wrongly" calculates the referential budget either through ignorance or with the aim of benefiting, not only causing a prejudice to the State, but in addition creates uncertainty in other entities acting in good faith; since they leave a record in the portal of public procurement of a good or service overrated, same can be taken as reference for other processes, came this one serious distortion in the market.
Based on this precedent may demonstrate that the issue of the calculation of the referential budget is one of the most complexes in the Companies of the Public Sector, since there is currently not a methodological procedure established. |
