Sumario: When the Zonal Administration of the Municipality of Quito were formed, the situation changes drastically for the territory of the Valley of the Chillos. The Municipal administration is made visible and becomes stronger; the generation and application of the Ordinances of Citizen Participation and standards of Land Use and Occupancy are increasingly important and discussed topics as the socio-economic areas of the territory envolved. In July 2006 the Municipality of Quito approve the Ordinance Number 187 instituting the Participatory Management System, Accountability and Social Control of the Metropolitan District of Quito, in order to guarantee the rights of participation and institutionalize it in public administration; in this context is created in the study area of this work “Veeduría Cívica del Valle de Los Chillos”, comprised of volunteers from various sectors of the population. This study analyzes the parish of Amaguaña as part of the Valley of the Chillos given their conditions of coexistence of the above characteristics and in relation to the community structure, land use at appropriate stages of incorporation proposed by the Municipality and socio economic changes generated from 1997 to the present date. We hope that the results go through this study will help improve the participation of the community Amaguaña, motivated by the coherent and coordinated social action with the administrative authorities for the development of new land use plans in the Metropolitan District of Quito.
