This paper analyzes the Development and Land Management Plan (PDOT) of Ibarra Council, administration (2010-2014), focusing in the conditions and quality of life of the population of Ibarra County. This essay puts emphasized on the rural part of the County, with special emphasis on Angochagua Parish. The actions and strategies of the PDOT t aimed at ensuring good living in the county are analyzed, putting special attention to the provision of services, equitable distribution of resources and changes in the rural parishes.
The first part, is a reviews of the main of analysis categories (theoretical framework), in order to support some concepts like local planning, the development dimension and its main constraints in achieving the conditions and quality of life of the population. In a second stage there is a review social indicators (SIISE, 2010), of both, Ibarra County and Angochagua Parish, in order to visualize their reality and to contrast from the figures developed in the PDOT 2010-2014 revising its proposals, and achievements.
In the third part, the essay addresses a dialogue with bot, the authors and actual figures: the actions promoted by the city of Ibarra in the PDOT and to evaluate if this tool has succeeded in promoting the living conditions of the people in the rural sector of Angochagua Parish and if it has met the local development dimension. |
