Sumario: The present technological project was developed for the R&M Consortium formed by different entities that, due mainly to its cooperation activities, presents a high cost in relation to both fixed and mobile telephone communication rates, due to the fact that it does not use any technology that interconnects in a direct the indicated organizations. A technological solution is then required to allow the design, implementation and re-adaptation of the data networks that make up the consortium so that end users can optimize their communication processes through IP calls. To this end, it is proposed to implement a voice over IP prototype based on a free software platform to reduce the cost of the project, through the use of softphones that serve as a connection interface between end users, the design and reuse of netwoking equipment in all the branches for the interconnection of the same by means of private virtual networks in order to provide users with security, accessibility, scalability and availability in the IP telephony service. An engineering study was carried out to determine the bandwidth needed to make a call and the complete system, as well as to determine the probability of blocking and waiting for the prototype, to later implement the same proposing quality in the services of Priority for the R&M consortium which through a set of tests verify the quality of the calls that may exist between the consortium branches and towards the PSTN.
