In the Paris Agreement - for the first time - a quantitative objective for stabilizing the global average temperature is proposed, a global coordinating mechanism is introduced to achieve this objective and the ambition is to universalize to all countries the reduction requirements of greenhouse gases. However, there could be a temporary inconsistency between the stated objective and the mechanism contemplated to implement it because of the lack of a sanctions regime. The promises of financial help to countries affected by climate change constitute abailout with public money of the coal, oil and gas industries. |
