Sumario: This paper is a methodological essay on the analysis ofthe rural development policies and their implications to the spatial organisation and the environment.Political processes evolve in space, and the power decisions -instruments and policy actions- that orient their organisation have spatial and environmental frameworks.The state executes actions in the spatial organization and the environment. He uses space and builds the infrastructure and equipment according lo a certain model. The problem is that these actions are not always good for the development of Peru. For this reason it is necesary to develop procedures to approach public policies in relation to the organisation of space and the environment.This essay takes a look to the Peruvian public policy in the last 172 years of republic life. it gives special attention to the uses and organisation of space and the subsequent perceived environmental impacts. Finally, there are some recommendations for a successful public policy in sustainable rural development, that takes in account the spatial differenciation of rural Peru.
