The author explains the importance of the role of the private sector in the investment and execution of public infrastructure works, and in the provision of public services in our country, with the aim of reducing the infrastructure gap in various sectors such as sanitation, telecommunications, Energy, etc. In addition to the above, it believes that effective tools should be generated that seek to favor the development of projects in the various sectors, such as the granting of electric concessions in favor of private financiers to promote energy projects. In this sense, it compares the regulation for the financing of projects subject to the PPP regime and those subject to the regulatory framework of the energy sector, and then indicates that the mortgage is an important guarantee for the financing of an energy project, despite some deficiencies identified by the author in the current regulation. |
