Sumario: One of the guarantees of the social and democratic rule of law that is focused inthe information society is that the benefits of the Information and Communicationtechnology- ICTs are accessible to all citizens on an equal footing.The ICT sector is quite dense for having a large number of subsectors continuallyevolving, generating a significant amount of data running through the networksto user mobile terminals. Which of them should regulation intervene? In whichshould not intervene, allowing the deregulation to take action for proper developmentof technology and more healthy competition that involves more penetrationof the goods and services that the market demands enabling the reduction of thetechnological gap between citizens?
