This article explores the ways in which the State is built and reshaped in the context of the conflictive milestones that occur in the radication of villas policy. It is focuses the attention on the case of the Buenos Aires city between the year 2000 and the year 2013, period in which governments with different political projects introduced several changes in public bureaucracies, but weren't able to achieve the objectives of the policy. The metodological strategy is qualitative, and is based on document and discourse analysis. Final reflections, shows some of the complexities of the implementing of the radication policies. |
