The bilingualism is a word that today is very common in the education level. To be bilingual allows being more competitive in a changing world. In Colombia, the MEN since 2004 has created a quantity of strategies that allows to have bilingual citizens more competitive in the world. Taking into account that the principal cities of Colombia begun to use these strategies given by the MEN and started to create their own plans with the purpose of the bilingualism was an impact topic. The management of these projects in Santiago de Cali has been very important in order these projects have the impact waiting for. However, in this city it is very important to have a public policy that allows these projects do not finish in certain mandates because they should have continuity in time, in this way they can transcend and give to the city people with high competences in English. This work has a qualitative focus and it is centered in fieldwork, interviews and recollection of different evidences. |
