This article proposes a critical approach to the concept and implementation of the skills management process that is so popular today in the human management processes. The central objective of this paper is to define the concept of competence and from there develop a critical approach to expose the two points under discussion, on the one hand, the theoretical and practical difficulty stems from the prediction of behaviors that ensure high performance and on the other, the high cost of developing a model of competence management and leading to most companies to copy dictionaries containing powers that have nothing to do with the culture and needs of the organization. We conclude therefore that, scientifically identify and validate the skills is the only way to ensure compliance with the objectives of the organization.
