Sumario: This article is developed in the context of research on “Memories, identities and population in the District of Aguablanca. Displaced and territoriality in Cali, Colombia” intends to problematize, from the perspectives of memory, the issue of urban policies in Colombia at the request of the processes of rural displacement and popular settlement in cities that constitute two sides of the same coin: the social and armed conflict in Colombia, and material and symbolic construction of Colombian cities by the popular sectors. This process occurs under circumstances of violence and dispossession generated by minority elites not only materially but exclude mobilize a widespread culture of forgetting like factor to govern large swaths of popular intercultural concentrated in cities through policies of marginalization, victimization and denial of citizenship. To unravel this horizon of reports of popular multiculturalism will proceed to: (1)to raise the issue of social memory from a conceptual point of view, (2) to place the issue of memory in the context of Santiago de Cali and district of Aguablanca as intercultural tissues, (3) to locate some starting points epistemic and practical operating as containers and distorting factors lifestyles and multiculturalism popular and (4) to identify some attempts of the memory about the urban territory and its implications in the hypothetical public policies that would address social and cultural present and future conflicts.
