The countries of Latin America and the Caribbean, especially Colombia, have experienced growth in its policies on science, technology and research (STI) as in their technology management indicators. However, figures, philosophy and policies have not been fully structural to overcome international standards that account for a significant advance. Thus, the purpose of this article is to analyze the changes and the true impact of the new law of science and technology in the Colombian case and to compare regional decentralization policies with what have happened in the last decade on the continent, to analyze economic developments and the impact of the current crisis facing the development of the STI and what awaits the country in the coming years and in particular to its regions against the revolutionary processes of promoting innovation and the financing of science and scientific research. |
