Sumario: This project is for the Consortium of Provincial Autonomous Governments of Ecuador, whose business is to represent the GAD's country, strengthening its autonomy, promote decentralization, promoting links with local, national and international actors to strengthen their capacity through the generation and promotion initiatives, technical assistance and quality services. To this end, the draft implementing communication strategies will rely on internal communication because the process will be based on the reality of teamwork and the implementation of a strong internal culture supported in fluid communication processes with consistent messages; however, to be an instrument to make the progress of the management of the institution, this model is also supported by the External Communications to project messages to external and interagency groups, on processes to fulfill the mission of the entity.
