Sumario: The structural situation and historical exclusion of this population begins to reverse-albeit slowly-complex from the signing of the Convention on the Rights of the Child requires States parties to take legislative action, economic, political, institutional and cultural for realizing their rights and promote social inclusion. The Constitution of 1998 reflects this mandate and organizes the National Decentralized Integral Protection of Children and Adolescents, it is ratified by the Constitution of 2008 as responsible for ensuring the rights of this population, however, this rule also to organize a national social inclusion and equity to ensure the protection of all people, particularly the priority groups.
