The imprisonment of women for drug offenses and the impact of drug abuse on women and
the family, is a very important issue, which has been considered in the current Constitution
of the Republic of Ecuador approved in 2008 and very timely in the new Penal Code
Integral currently in the National Assembly for approval.
These very significant aspects contained in our Constitution that extend the law and human
rights institutions have meant a breakthrough in the recognition of the rights of women,
generating resources, activist organizations, and facilitated the legislation against all forms
of violence in laws, rulings and policies.
It is a result of the government's strategy of the Citizen Revolution of Rafael Correa, to
reorient the actions of law enforcement, before focusing on arresting petty dealers and
carriers or "mules", and now instead prioritizes actions for intercept large shipments of
drugs and dismantle drug trafficking organizations.
The strategy also notes the justice and prison systems that may be operating under
stereotyped views of women which gives different meanings to his transgression.
Therefore, it is necessary to differentiate between the reasons why women commit crimes
and the reasons why they are incarcerated.
In this context, the present study analyzes the implementation of public policies in the
Women's Social Rehabilitation Center of Quito, in the case of women deprived of their
liberty for drug possession and trafficking. This analysis includes a review of their situation
from their gender. |
