The Public Province utility of the communication company of the autonomous descentralized goverment from the Pichincha province “PICHINCHA COMMUNICATION EP”, is a service company its main economical activity is radio difution and televition in Quito city.
The company should carry out with the different regulation organisms subordinate to laws that the Ecuadorian state order, In the present work it will development an auditory of execution to the public purchasing department of the company and to determine if they are obeying the different laws, regulations that are made by regulation organism.
The organic law of the National System of Public contratation (LOSNCP) and its general regulation (RGLOSNCP) replace an old public contratation in Ecuador that permit the use technological tools like the public contratation in its page www.compraspublicas.gob.ec.
