Sumario: The presence and influence of SMES in the economies of developing countries is becoming increasingly important, which is of vital importance that these companies to be competitive and to achieve this, one of the alternatives is the use of technology and much better if this is properly managed. The changing environments increasingly challenges and at the same time, opportunities, which can be exploited by using the appropriate application of models of management of Information Technology (IT); among the most popular we can mention the following: COBIT Quickstart, TOGAF and ITIL. This document provides a reference framework that brings together a set of tools of these and other models, and presents a framework for the IT strategic planning and its follow-up. Additionally, provides a guide which explains the 3 stages of the model: First is the planning stage, then the implementation that defines the way of the initiatives, same that are the result of the planning, the same that must be complied with, and finally, the monitoring of the solutions applied strategically. All this searching the good and the correct management of IT on the SMES.
