Sumario: The public - private partnership implemented within the Incentive Law for Public - Private Partnerships and Foreign Investment seeks to boost the housing construction sector, affected by the absence of public - rivate investment, economic and labor instability, Limiting consumption, generating doubts and slowing down the sector's activities. This investigation object is to analyze if the application of the public-private partnership in the Housing Construction Sector located in the Metropolitan District of Quito reactivates the construction project activities developed by the Inter-Institutional Committee of Public-Private Associations, a collegiate body In charge of the development of guidelines, conditions for the linking of public-private partnerships in projects of priority social interest, through an explanatory research aimed at verifying their effectiveness, through surveys applied to 43 companies. The results showed that the public - private alliance is a solution for the sustainability of the construction sector, being a government - driven management model that reactivates the economy and encourages the development of sectors involved in both the economic and financial part directly With the execution of construction projects of the Metropolitan District of Quito. It is important to prioritize their interest in construction companies whose economic results in 2015 reflected a low economic sustainability, high level of indebtedness, liquidity problems, and therefore a decrease in profitability. It was determined that 60% of the total surveyed is not informed about the Law, it is also important to note that 88% of construction companies have not been involved in proposals under the Public- Private Partnership.
