Sumario: One of the main problems of Peru is corruption, which has become very complex in the sub national level given the recent participation of illegal actors such as drugs lords, illegal miners, hitmen, among others. It is in this context that this investigation sets as its unit of analysis the Ancash region during the Cesar Alvarez government (2007-2014). Judicial investigations account for the creation of a corruption network, under Cesar Alvarez’s direction, integrated by businessmen, politicians, public officials, policemen, hit men, civil organizations, among others. The question this investigation pretends to answer is: How does a corruption network emerge with such high levels of organization from the inside of the Cesar Alvarez government (2007- 2014)? In the information gathering process, in addition to the examination of newspapers, reports this investigation has also performed interviews to keys actors. Three are the variables that explain the creation of such corruption network with high levels of organicity: (i) it is important that the regional president manages a substantial amount of financial resources; (ii) the alliances with local, national, and public fiscalization actors are essential to achieve local control; (iii) the possible link between CA with hitmen generated a network capable of neutralizing opponents’.
