Sumario: This Project has as a general objective to characterize Valle del Cauca’s Regional System of Science, Technology and innovation, and identify different key factors and management tools of the innovation in four different Valle del Cauca`s multinational companies which can be leveraged and implemented by SMEs in the region. All this is based on the findings in specific cases from other regions, in the specialized literature, and the analysis of four multinational companies in Valle del Cauca. The project is a descriptive case study in which was held in a first step an assessment of the management of innovation and global competitiveness, while the main management models of innovation and competitiveness in the world were identified. In the same way, starting models for studying The Regional System of Science, Technology and innovation worldwide were described. To continue, the characterization of the setting and the main actors involved in the current Regional System of Science, Technology and Innovation (SCTeI) of Valle del Cauca was determined and also, the tools and the key factors of innovation management were identified in four different Valle del Cauca`s multinational companies in the manufacturing sector. The previous was achieved by studying reports from the region and the development of an own survey, supported with informal interviews, determined the innovation capacity and the innovation management within multinational companies under review. Finally, the integration of four multinationals in the Regional System of Science, Technology and Innovation of the Valle del Cauca was identified. The study revealed a weak Regional Policy on Science, Technology and Innovation in the Valle del Cauca that has had an effect on the low stimulation and collaboration around strategic issues for the city and the department. What makes productive and intellectual capacities of the region be wasted.These problems generate in the region a lack of knowledge in the actors that make up the SRCTI, a lack of clear addressing with specific objectives of the SRCTI and also, a low articulation of every agent involved in it. As well as a lack of Technological Development Centers, Transfer of Research Results Office and Technology Parks. What entails that in many cases, their capacities are underutilized and wasted, without causing significant impacts on the productivity and competiveness of the region in the medium and long term.
