Sumario: In view of the problems and difficulties that arise in regular educational establishments accept students with visual disabilities and special educational needs in regular classrooms, despite international conventions, international agreements, the implementation of the rights of people with visual disabilities and special educational needs, all this is clear in the law, they are required, however the reality is different, the educational communities of the regular schools, pedagogically not accept and serve students with special and visually impaired in their regular classrooms educational needs, it is understood that still refuse to accept these students, because they are not prepared for that, are not trained, nor have the academic professional training in special education, know the strategies to efficiently serve this population, even though the law requires it, but refuse to do still more inclusive education into practice in central cities, Quito, Guayaquil, Esmeraldas and others, but in the cantonal and parish capitals this applies very little, but there is always the negative, latch for not wanting to accept and serve students with visual disabilities and special educational needs.
