Sumario: For the development of this dissertation, three chapters were proposed, which have been developed as follows: Chapter I -Theoretical Framework: bibliographic concepts were enunciated which serve as a base for the development of this dissertation. This chapter states: the steps of strategic planning, the human resources subsystems which are mentioned by the author Idalberto Chiavenato; management models, theory of competition, which define the skills that will be used for the creation of the manual business functions, based on the “Diccionario de Competencias de Martha Alles” and the methodological framework which is used; primary and secondary sources; historical, documentary and descriptive research. Chapter II - The Company: the current situation of the company was determined, a little analysis of internal and external factors was made, the constitution of the company, the Human Resources processes were established, even though they are only verbally; interviews with the General Manager, managers, administrative staff and operations personnel were made as well as their tabulation and analysis.
