The factors that influence the appearance of begging that have favored the climate of inertia in the province on the issue under investigation were analyzed contacted authorities social front who provided important contributions that helped to clarify and better understand what took have been the challenges and difficulties that have been encountered people with visual disabilities in the province of Esmeraldas over time.
