It is a study that aims to reveal the Social State policy on children and adolescents through the observance of the quality of care of children/Adolescents in the centers of institutional placement of the Cuenca canton, based from the normative point of view, the legal frameworks for the protection of rights of children in the Convention of the rights of the Ecuadorian Constitution and the code of childhood and adolescence, and from the theoretical conceptual standpoint, based on the approach of the so-called doctrine of Integral Protection understood as protection of rights, in opposition to the doctrine of the Irregular situation originated in the United States at the end of the 19th century and understood as the capacity of the State available through aegis, children in poverty in general. To do so, is a conceptual construction which explains the paradigm of quality standards of the special protection of children and adolescents under the axis of good living (consulting MIES 2010, 2010), by system warranty of quality of care that together manage the comprehensive assessment of reality, decisions, energizing and implementing immediate solutions mediate and long term to improve the Integral Protection and the rights of children and adolescents special.
Then and in coordination with the Cantonal Council of childhood and Adolescence of Cuenca, is carried out an Diagnosis of the situation of the entities of institutional placement of basin in order to establish the current status of the comprehensive protection of 10 houses of institutional placement and 369 boys, girls and adolescents they welcomed. Among the main results observed according to the same source, are the following. |
